Information: • Parking on the street is only allowed on one side. Look for the signs. • Mow day: Front lawns are mowed on Wednesdays. • Watering system: You are responsible for programming and adjusting your irrigation controller in your garage. The manual, watering form, and support information can be found on the Landscape Information page. • Yard Maintenance: You are responsible for weeding the front-of-the-house shrub beds, and everything in the alley beds, back yard, and side yard. Click here for complete details. • Outdoor furniture: All outdoor furniture placed on porches, patios, and balconies that are visible from neighboring lots, streets, or alleys, must be outdoor, patio, or deck type furniture, in good condition, and conform to the character of the Property. • Trash and Recycle pick up day: Fridays; Place bins in the street or alley on the black top next to your driveway, not in a park row or shrub bed. Holidays: Drivers work every day except Thanksgiving, Christmas, New Year's Day, and Fourth of July. For the week in which one of these four holidays occur, your garbage, for that week, will be picked up one day later than usual. (Saturday for Riverwalk). When to put out your big recycling bin schedule: Recycling Calendar • Trash and recycle bins are to be stored out of sight - behind a fence or in the garage. • Pets: All pets are required to be on leash at all times. Owners are responsible to clean up after their pets. • Park rows are maintained by the association. To reduce soil compaction and trampling plants, use the stepping stones when crossing the park rows and ask your guests not to block the stepping stones when parking their cars. • Backflow device testing is required annually by the City of Ashland. Living in an HOA: What is a HOA: A homeowners association, HOA, is a legal entity, a corporation, that governs a community of homes and operates within the state's statutes. A neighborhood that is a homeowners association (HOA) has governing documents, rules and regulations, dues, and a Board of Directors to enforce the governing documents, to maintain and repair the common property, to protect and enhance the property values, and to keep the neighborhood looking its best. In addition to controlling the appearance and managing the common area assets, an added value to a HOA is that homeowners take pride in their neighborhood and enjoy living in a community with shared values. Before buying or renting a home in a HOA, you must carefully read and consider the CCRs and Bylaws. It is important to understand the degree of conformity that is required, the restrictions for the exterior appearance, including garbage cans, exterior storage, and exterior modifications. Renters, too, need to understand and consider the restrictions and requirements of renting a home within a HOA. Essentially, living in an HOA must match your values for controlling appearance and protecting property values. There is no "opting out" of a HOA. By purchasing into an HOA, the homeowners agree to abide by the governing documents. These governing documents bind all owners to be governed by the homeowners association. How will living in a HOA impact owners: You will be a member of the homeowners association and in a neighborhood that has standards about appearance. You are responsible for knowing, understanding, and following the restrictions of the governing documents. Your voluntary compliance with the standards and restrictions is a major factor in promoting harmony and cohesiveness in your neighborhood. You are responsible for participating in the homeowners association. You need to submit requests for exterior modifications to your home (landscape, hardscape, exterior paint,...) You will need to know what the landscape maintenance contract covers and what landscape tasks are left for the owners. You will need to pay monthly dues. Rentals: If you rent your home, you will need to make sure your tenants are aware that Riverwalk is an HOA and will comply with the Riverwalk CCRs, Bylaws, and Rules and Regulations. If your renters violate the CCRs, Bylaws, or a Rule and Regulations, the HOA will notify you, and you must contact your tenants to enforce the governing documents. If a fine is levied, the owners must pay and seek reimbursement from their tenants. Because the owners are responsible for enforcing the rules of the association with their tenants, make sure your rental or lease agreement contains explicit information about compliance with the CCRs, Bylaws, Rules and Regulations, and the yard maintenance requirements. Living in Riverwalk: The top items that catch newcomers unaware are: •Weeding the front-of-the-house shrub and alley beds are the owners/renters' responsibility •Trash bins are to be stored completely out of sight •The standards for outdoor furniture for the front yard porch. •Your backflow device is required by the city to be checked yearly. •Owners are responsible for enforcing the governing documents with their tenants.
